NALEMP: Non-Site-Specific WorkProgram DevelopmentUnder the NALEMP program, the Tribe was able to develop and establish the Makah Environmental Division. The Tribe's program includes a Division Manager, a Program Manager, and an Administrative Coordinator. In addition to directly addressing the issue of Defense-related environmental impacts on the Reservation, this has allowed the Tribe to build capacity and experience. Planning Process
As part of the environmental restoration process, the initial (2001) Cooperative Agreement required the Tribe to prepare a Strategic Project Implementation Plan (SPIP). The SPIP provides a comprehensive overview of environmentally impacted sites and physically hazardous sites on the Reservation and outlines tasks required for the mitigation and/or restoration of these sites. The SPIP is a program tool to assist the Makah Tribal Council and DoD in making decisions on Cooperative Agreements and on how to address the sites. The SPIP serves as a planning document and is periodically updated, when appropriate, to reflect changes in mitigation and restoration activities. The last update was completed in August 2006. Information related to the former DoD sites on the Makah Indian Reservation has been entered on the DoD Native American Environmental Tracking System (NAETS) web site and is regularly updated. Health and SafetyThe Makah Environmental Restoration Team completed a Health and Safety Plan for environmental mitigation activities on the Makah Indian Reservation. The Health and Safety Plan is periodically updated. Under NALEMP funding, 40-hour Hazardous Waste and Emergency Response (HAZWOPER) training and annual 8-hour refresher courses have been organized to train members of the Makah Environmental Restoration Team to safely conduct work on hazardous sites. |
